Fishing has one frame in the official material and it is a good one: Jason with a rod, a friend with binoculars, a boat, the water. It is also a frame with no interface on it at all, which is why this page is short on how and long on what is not known. Grand Theft Auto V offers no reference here, because it had no fishing.

What the footage shows

Boats are the other half of it. The material carries a boat whose name, Lürepredator L35P, is legible on its own hull, a name that reads as a fishing brand, and a fleet of hardtops, inflatables and airboats on other pages. Whether you can fish from a pier, a bank or a kayak, or only from a boat, is not something one deck frame can say.

Whether fishing is a minigame with a struggle, a timing mechanic or a simple animation.
Where you fish from: boats only, or piers, banks and bridges too.
Whether there is a rod to buy, bait, or lures, and whether the boat is yours or borrowed.
What you catch, and whether a catch is worth anything.
Whether fishing is a side activity, a mission, or both.

What the last games did

Grand Theft Auto V had no fishing. Its water was for swimming, diving and boats, and there was no rod in it, so for once there is no GTA V answer to hold up as a reference. The nearest thing in Rockstar’s own catalogue is Red Dead Redemption 2, which built a full fishing system with rods, bait and a fight on the line. Whether GTA 6 borrows any of that is a guess, and this page does not make it: a rod in a man’s hands is all the frame supports.
